Dalton Brown, Senior Development Director at Rockstar Games said that the team were passionate about the return to a more grounded, realistic style of gameplay. Vice City's story is about the consequences of the 80s US-city break-up and drug culture, and while not entirely historically accurate, it attempts to capture the spirit of what it was like to live in a major US city during that time.

The music of Grand Theft Auto Vice City is eclectic, featuring everything from hip hop to rock music. A large proportion of the game's soundtrack comes from the song "Ain't No Sunshine" by Bill Withers. Withers' song "Ain't No Sunshine" is based on the Marvin Gaye song "Ain't Nothing Like the Real Thing", but instead of the latter's sadness, it emphasizes the words of the former's song by using a bright, positive tone. Rock and rollers ranging from funk rock to punk rock to grunge rock played an important role, and introduced a wide variety of styles and influences.

The game went gold on October 2, 2009, a full two months before release. In a surprise announcement, the game's title was also leaked to the public. This turned out to be a publicity stunt, and in a later video, Rockstar Games confirmed the title name would be Grand Theft Auto Vice City, not Grand Theft Auto V.

Those who buy a trade-in game on PS4 or Xbox One get to access the PC version of Grand Theft Auto V. This was only for a limited time when the game was released on November 18, 2014, until December 3, 2014. In late December 2014, a patch for the PC version was released for PlayStation 4 and Xbox One, with the intention of correcting some issues caused by the game's transition from next-generation consoles to consumer platforms.

The world of Vice City is set at the time the original Miami Vice TV series and movies were set, 1986, and the player is able to experience a variety of authentic locations as well as many new locations from the story created by Rockstar.
All upgrades that are available in Grand Theft Auto V are available in Grand Theft Auto Vice City. In addition, the player can experience the vast improvements in the PS4 and Xbox One versions, including more detailed textures, improved draw distances and enhancements to the character models and animation for both the player and the protagonist (including a new male protagonist character). Another new feature for the PS4 and Xbox One versions is the ability to show more than one person on screen at a time. For example, the player can have a friend on a horse with a mounted machine gun, while the player himself is inside an ambulance following an emergency. In addition, the new version of the game features more detailed character models and much improved facial animation for characters. Most importantly, for the first time since the release of Grand Theft Auto: San Andreas, players now enjoy an increased field of vision in third-person games.
