He was born at Bloxworth in Dorset, the son of Richard Stafford, a merchant at Flushing, England. He was educated at Rugby School, and went to Australia in 1871 and began in the wholesale trade. In 1874, he married Helen, the only daughter of Charles Upton Lacey, at St Kilda, Victoria. He joined the Bank of Australasia, and in 1877 he took a lease of the Commercial Bank in Melbourne.
